£10bn scheme has come as a result of an agreement to unify 70 acres of brownfield site [Tender release 28 May 2026]
Old Oak and Park Royal Development Corporation (OPDC) are launching a tender for a private-sector development partner which will support them in delivering 8,000 homes, 11,000 jobs and 200,000 sqm of commercial and community space in a new canal-side site to create the capital’s "next great urban district".
A public land agreement has assembled 70 acres through a public land agreement between the government, Department for Transport and Network Rail. The district is located near Old Oak Common station in London and is now the capital’s biggest brownfield site.
Sadiq Khan, Mayor of London said: “Together, we’re unlocking land for thousands of affordable homes and jobs, alongside thriving public spaces all connected by incredible transport links. This vibrant new canalside district at Old Oak will transform West London and shape its future for decades to come, as we continue to build a greener, fairer and more prosperous city for all.”
The project has been made possible by £340m in investment from the Ministry of Housing, Communities and Local Government (MHCLG).
Dame Karen Buck, Chair of OPDC said: “Securing the land is a breakthrough moment for OPDC. Our collaboration with national and London government has brought Old Oak together as a single, strategic development site — giving the market certainty and unlocking exceptional placemaking potential.”
The partnership has been highlighted as a major step forward in driving London-wide and national housing delivery by the OPDC.
“Now, we are seeking an exemplar joint-venture partner with the vision and capability to turn this ambition into reality. Together, we will drive this forward at pace to create the capital’s next great urban district: A place that shows what can be achieved when public purpose and private expertise work side by side,” continues Buck.
The goal set out in the adopted Local Plan and illustrative masterplan is for a 15-minute city interconnected with London and further by the HS2, the Elizabeth Line and Great Western Mainline.
Since work began on the construction of HS2 station at Old Oak Common in 2020, phases have continued to be rolled out to active and engage the local community.
This procurement will see innovative private sector partners face a two-stage process to announce the final selection by Spring 2027.
The formal tender notice will be published on Find a Render on 28 May 2026 with all procurement documents.
The development is set to be complete by 2050.
